The "rerun all" option under MCC has 2 issues related to TESTPATT:
1) It reran everything, including passing tests. This should be called "restart" in my mind to match old behavior
2) It ignored the TESTPATT given (templates_lvl_icvtdr_oa2gds) and restarted all tests
3) It ignored the TESTPATT in the target. I know specifically that audit ran many tests - audit/KITcheck specifically now is failing but shouldn't have run.

#3 is the main issue here, the others are debatable behavior.
